  5.     Cable-TV operators know all about static, but this was
  6. something else again. More than 600 local government officials
  7. sent a letter to every member of Congress denouncing the cable
  8. industry's "monopoly market power" and urging support for
  9. legislation that would reform the 1984 law partly deregulating
  10. cable TV.

  12.     Timed to coincide with this week's Senate Commerce Committee
  13. hearings on proposals to extend government control over the
  14. cable industry, the letter bitterly criticized signal quality,
  15. response to service requests and "dramatic" rate increases.
  16. "Under the current statutory framework, we lack the authority
  17. to address many of these complaints," said the signers, led by
  18. Mayors Sharpe James of Newark, Maynard Jackson of Atlanta and
  19. Raymond Flynn of Boston.

  21.     An industry spokesman dismissed the letter as "much ado
  22. about nothing" and implied that the officials are seeking more
  23. power, not better service. In cable's corner is the White
  24. House, which opposes reregulation of cable, hoping instead to
  25. address consumer complaints through the Federal Communications
  26. Commission.
